The plan also includes a 5% natural gas rate increase in 2027, with subsequent years seeing 2.5%, 2.2%, and 1.1% hikes, respectively. These adjustments would result in a 24.9% electricity bill surge for typical Avista customers by January 2030. The company's president, Heather Rosentrater, acknowledges the challenge of rising energy costs, emphasizing the need for investments in reliability and infrastructure. She highlights Avista's commitment to assisting customers through payment assistance programs and energy-saving tools while maintaining cost control and technological advancements. The primary drivers behind these price hikes are attributed to the cost of power, with Avista sourcing 49% of its electricity from hydroelectric power and 32% from natural gas-powered turbines. The company is also transitioning away from coal-fired power plants, which previously contributed 8% of its energy mix, in compliance with state clean energy policies. In addition to energy costs, Avista's maintenance and upgrade expenses for the extensive power grid infrastructure across Washington, North Idaho, and Oregon contribute to the price increases. The utility is investing in the upkeep of thousands of miles of pipes, poles, and wires, as well as addressing wildfire safety and prevention measures, which have become more critical due to several dry summers. Despite the challenges, Avista is dedicated to supporting its customers through programs like Comfort Level Billing, which aims to stabilize monthly payments, and by connecting them with local agencies for financial assistance and home weatherization.
